The Malagasy government discovers an unlikely revolutionary weapon, made of adulterated artisanal rum (toaka gasy) and water of Lake Anosy (the most polluted in the country) and decides to sell it to the highest bidder to revive the economy. When CIA agent, Tina, arrives on the scene, a really zany investigation and Malagasy style spying spins out of control.
